ha ha got it... i went to frame zero, clicked on the switch layer, select the bind too botton... this time i clicked on the bone of the character, instead of the the bone in the hierarchy... that got it... duh!!!!

ive got a rig made with one bone and a bunch of image files... each image has its bone... now i want to add a lip switch, i did and inserted the switch folder under the main bone.. it turned red, fine.. now if i move the chracter, the mouth layer (switch layer) doesnt move with the character... it s...
