Use region binding and separate the parts in frame zero, then employ the bone offset tool. It's in the bone tutorial.

I'm afraid that's just what the image textures do. Basically if you wanted to turn the texture within a vector shape, you'd have to rotate the whole thing by bone and then rework you points to fit what you had. You'd probably be better off masking an image layer. aww darn. I was hoping there was so...
