It is hard to see how you structured and binded your layers. But it looks like you have not binded the layer properly or you may binded points without linking the layers to the bone. I figured it would. But nothing happens when I try it. Both mouth Switch layers are in the same file (which they should change) and it's not working.

yeah - display issue - exactly as Wes says. The work area display isn't updated until you move away from the new key. Do the move as in your video. Then step one frame right and the flame re-appears.
