As far as I can tell, "Rate" in AS refers to the rate of acceleration and not to the rate at which particles are emitted. I'd really like to be able to control the emission rate, but I haven't found out how.

Interesting. I had tried rotating the particle parent joint manually, but that really isn't ideal.
