it did!
With the transport bone tool its possible to move multiple bones.
This tutorial is an excellent explanation of how to set up a stable additive cycle and perfectly answered my issue.

HI Thanks! it was the monitor scaling. It turns out that the scaling has to be identical on both monitors for the layer panel to work. i had my main at 150% (recommended) and my cintiq at 100% when i switched main to 100% (interface became tiny) but Moho worked on the cintiq Then tried both at 150% ...
