I am experiencing this problem. Haven't found a solution yet. Seems like offset bone is simply not supported by FBX export (and not disabled by FBX Preview Mode). :/

I'm having the same issue.
Bone offset doesn't appear to be supported by the FBX export, but it doesn't get disabled using FBX Preview Mode, so you don't discover this until you try and bring it into Unity.
And then you cry and shake your fist at the heavens.
