Onigosh, when I got home today, I got the update for 13.5.4 notification and now can find the bone width option in the Layers/Object panel!

Thanks guys for clearing up my questions on bone appearance. I thought the appearance of my bones might have something to do with the tools not appearing. I do have my vector layers grouped in a bone layer collection. Don't laugh: my problem was selecting the bind layer option instead of bind points...
