Got it- it was having the Group or Bone layer selected and physically changing the order of the layers that I needed to do. I was trying to do it like the Shape order of a single Vector Layer.

Thanks. I thought that's how it worked but I'll have to try again. All the elements are living in a bone layer. Would Anime be getting confused if I clicked that checkbox on all the elements WITHIN the Bone Layer? I did manage to fudge it for now by key framing a minor z-Depth shift, but if the laye...
