I started over using a much higher res panoramic image with the Spherical Panorama script. Same problem: Ctrl-R renders fine, Export Animation renders a poor image. The format doesn't seem to matter--even a movie file looks a bit 'chunky'. I even tried a pass with the zoom pulled back to increase the pixel res of the panorama, but it still rendered soft and chunky with Export Animation. (Again, the Ctrl-R version looked fine.)

This only seems to happen with the Spherical Panorama setup. Other renders look fine here. For example, if I hide the sphere and just render the original image with the camera pushed in to approximately the same frame, the render (Ctrl-R or Export Animation) looks nice and sharp as expected.

I'm not sure why Ctrl-R also started rendering poorly in the previous test, when it had rendered fine earlier. That just adds to the mystery. Weird.

That's about all the time I can put into this for now. If I were you, I would definitely submit the bug with content to the devs. I'll try to revisit this later.
