There are three bones: a bone at the center (let's call it 'Stretchy',) and child bone ('Reachy') and an unparented goal bone ('Goalie').
Reachy has his Target bone constraint set to his friend Goalie, so he can't help reaching for him. Stretchy, being Reachy's parent, stretches as Reachy reaches out, but Reachy's distance is constrained by Stretchy's Maximum IK Stretching setting. The small circle is parented to Reachy so it moves with him, and the bigger circle is just a visual boundary--it doesn't have any actual effect on Reachy.
