No, but a quicker way to access the option is to R+Click Quick Access for the selected layer. If you select multiple layers first, you can apply the setting to all of them at once. (Moho should apply only the changes you make to this panel.)

Another tip: Before I begin a project, there are certain layers for which I always want to have this option enabled, so I set them that way in a Moho Template file. For example, I like to include several overlays in a Guides group that I don't wish to be selectable.
To do this, set up the project file exactly as you want it and save it to the Templates folder in your Custom Content Folder. After you restart Moho, it will appear under the New From Template menu command.

One more tip! If you set Ignored By Layer Selector to a Group layer, that will be in effect for all of the group's child layers, including any new child layers you add to the group later. This, for example, is useful for groups that contain reference images (i.e., character sheet) and videos (animatics), or the My Guides group shown above.
I know this isn't exactly the 'automatic' option you asked for, but maybe still helpful?

Oh, shoot...I misunderstood...I see now you only wish new Reference layers to be set that way by default. I thought you wanted a way to have this enabled for any new layer. (Sorry, I have a tendency to just skim through posts these days.)
Anyway: No, but the above info may still help. If you create a bunch of Reference layers, you can select them all and apply the Ignored By Layer Selector setting to them all at once. Or, drop all of the Reference layers into a Group that has this option enabled. (I probably did something like that for all the asteroid layers in Space Tommy.)
