hi. if you see physics tab the "pivot to origin" (and also none lock tip in bone physic tool) has no friction parameters and it goes to rotate or swing forever.
please add friction!

Yeah, I'm not sure everything is working correctly for regular Layer Physics. Here's an alternative option:
Try using Bone physics for this. Use the Angle constraint with a higher Torque and Weight, 0 for Spring, and a little Damping to slow it down the rotation. When you run the sim, the rotation should slow down gradually.
