I need all of my layers to be visible whenever I pick any layer. Example, I have layers A B, and C.
Right now, whenever I pick A, B, or C, the other layers disappear. I want to be able to see all the layers at the same time, no matter what layer I pick. How do I do this?

You *did* create all your layers on frame 0, didn't you?
If not, it might be as simple as the visibility switch being turned off (the default up to where a layer is created). You do, of course, see any layer selected regardless of whether the visibility is on or off.
Otherwise -- post the file and I suspect the experts will have it working for you in minutes.

In groups, if only one layer has the eyeball visibility icon checked, selecting another of that group's layers will toggle the visibility to the selected layer. Also, if you don't have any shapes made of the curves, you'll need to enable construction curves in the layer display settings at the bottom of the workspace.

There is definately some missing element in your description. Some form of "user error". Don't take that the wrong way. 99% of problems are user error even for the best of us. 
The best way to work this out would be to see a screen capture or file or both. A screen grab of the AS interface so we see what you see.
