Layer erasing the other?

Hey im pretty new to anime studio. Everytime i make a new vector layer it covers up my old layer. How do i fix this? my old animationms never had this problem

That's how it works in AS

A new layer is a layer that is newer than the old layer - which is old. And youth always takes precedence.

Unlike real life they can be dragged to supremacy. Don't ya love it?
