Yeah I worked on the legs for a few hrs trying to get it to not look like he is wearing spandex. I used 2 legs and a hip for the drawing and i had to bind that one point in The hip to the right leg bone. Aw, I really like the Hillbilly Willy! I get a sense of humanity from his facial expression. Definitely a character that you can empathize and connect with easily. And the wrinkles are a nice touch.
Right now his body looks much more upright and his head and neck are hunched over a little bit. I love the hunch idea! One suggestion is to move some of the bending out of his neck and into his upper back. This could make the head and body more integrated.
I think that beard will be loads of fun to animate when he talks!

Anyway, after looking at it I made the legs longer and the arms thicker.
P.S. I know he don't have any hands yet, I think i'll use the hands I made for timmy on my south park animations.

I think his shoulder shape is fighting with the shape of the rest of his body. His hunched neck and perhaps even the thin arms and legs give an impression of frailness. But his shoulders are very broad, alert, and healthy looking. Personally, I would adjust the shoulders because the head is really charming. :) Maybe try making the shoulders narrower and more slouchy/hunched.
It's also helpful to think of the character's pose as a single line (line of action). Right now his body reads as a straight vertical line with a second angled line jutting off for the head and neck. I did this a few min ago. But this toon has evolved into something totally dif. than i wanted. I was wanting a malnourished 1849 miner.
