newmatic, I think you might have a binding issue, this can be tricky.

You can have your leg bones on the same bone layer and also bind the points of all the layers to the same bone layer. There are two ways of making sure that the bottom layer's points bind right. One is to split the character up on frame 0 and use the offset. The other is to use the point binding tool to individually bind points to the relevant bones.
I did this years ago when I was first learning moho can't find the file now otherwise I'd give it to you, even though you'd be better off getting better reference, the scale is way off and the cycle is way out.- needs a belly jiggler too methinks.

Muybridge is still regarded as some of the best animal motion references, look for those.

I have been animating quadrupeds using the Walk ruler. It works great to have control on the velocity of the four legs. I really really recommend you to check it.
