Hm, I can't imagine this feature to be useful except in reducing the absolute amount of frames for web files. It will not change the duration or speed of an animation, it will just change the "time resolution", so to say. I tested it when I prepared a web project some months ago, and decided I would work in 12 fps right from the start.

i'm exporting to QT, not flash, and when you tell it to export at half frame rate, you can still set it to play at 24 fps, essentially giving the 'twos' effect... although i still prefer it slick and smooth at full fps :)
