I'm using Fazek's tools, but I haven't yet added them to my tool list or reassigned hotkeys. They're still in the 'Other' group in my tool palette. The problem I'm having is that, even with the auto-weld box unchecked, it still auto-welds when I add points with Fazek's add point tool. It doesn't appear to be a problem with the lm add point tool.
Is this a known bug of the tool?

Confirmed bug. Probably not the best place for this bug since it isn't created by the developer. I will look at the code (since Fazek doesn't seem to be around much these days) and see what might be causing it.
