Help with Bone Rigging (AS)

You looked at the tutorial but couldn't understand it. Which tutorial? Bone offset? Layer binding?
From what I see you have a strange set up. It looks like the legs are children of the head. I would have everything children of that one big back bone.
The other problem is the layer or point binding. To bind a layer to a bone you select the layer FIRST, then click on a bone. For point binding it is kind of the reverse, you select the BONE first THEN select points and click the bind points button or hit the space bar.
I think the tutorial describes this... if I knew which one.

The last way to bind an object to a bone is to bind an entire layer to a single arm [bone]. Make sure the Arm vector layer is still selected and activate the Bind Layer tool. Click on the lower arm bone to bind the entire Arm layer to the lower arm bone...

Well, I mean, the problem is that if I manipulate one bone it affects that and another one.

That would be a bone parenting issue.
You have the leg bone as a child of the head, and the leg is a child of the back or something like that. Use the "reparent" tool with the bone layer selected and check to see which bones are children of which bone.
If the bone is "connected" to the wrong bone select it with the bone select tool click on the reparent tool and click the correct bone as the parent.
Once you get that figured out and set up properly it will work the way you expect.

The manipulate bone tool works differently. It follows up the chain of parented bones. If you move the last bone in the chain it will move that bone AND any others above it in the chain. If you don't want that to happen use the rotate bone tool instead.
The manipulate bone tool is good for doing things like grabbing the hand bone and moving it so the whole arm bends and moves to follow. If the bone you move is not connected or parented properly you will get odd results.
