As the subject says I cannot copy Layer Ordering keyframes to frame 0 from other frames.
Cannot copy from frame 0 to any other either, or rather if I copy and paste from frame 0 I get a keyframe but there are no layer reordering.

Same here, Mac version of 5.6 Pro. If I don't key frame 1, it seems to grab the layer ordering of the first key after frame 1.

Temporary workaround: key Layer Ordering in frame 1 and copy from there, instead of frame zero.
