layers are effecting each other when i don't want that

I'm not sure I understand, but based on your captures, I'd say you've got a couple of points being controled by the wrong bones. I'm not sure what you mean by 'layers moving points'. From what I can see, I'd just use the bind points tool to bind these to the proper bones.
