I'm guessing you're still trying to get around the 3000 frame limit. Genete offers some advice on how to make individual scenes within AS (you can also do this with camera moves using steps or some such).

For tools to combine animations into one you need to specify what kinds of animations you are talking about, and how you want to combine them. At one end of the spectrum are fully featured video editors like Adobe Premiere (which is what I use) that control not only the scenes but audio, effects, and transitions. At the other end are simple "stitcher" programs like AVI Joiner, which simply put one video next to another.

If you aren't looking for an editor getting a stitcher or joiner program is probably your best bet -- they are cheap (some freeware) and require no effort other than to specify the files you want to join. For a video editor your choices are a lot wider, and run the range from $$$ to freeware (I think the MS Movie Editor is still free and probably more than adequate for this task).

It also depends on your final format -- most of the video solutions above are for AVI files designed to use for video (usually DVD). If you are doing strictly Flash animation you need to look at things which handle that (I have no idea -- I don't do Flash).

Stitching scenes together is best done in a video editor. All Windows PCs come with Windows Movie Maker (and if not, it should be a free download from Microsoft), and all Macs have iMovie. Other choices include VirtualDub (also free) or Jahshaka (free, but more advanced). Any of those will be fine for simply combining scenes in sequential order.
