Binding switch layers to bones

I'm constructing a character with several different hands on vector layers within a switch layer (so I can flip from one hand to another). As I understand it I'm doing it right so far; I can flip hands easily enough. Problem is I can't get them to bind to the hand bone - they insist on remaining bound to the spine, though I don't know how they got there, either....
