MS DV Format and Animation

I'm trying to convert an animated TV Commercial to Microsoft DV Tape and the conversion is terrible. Colours are all flaring out...flicker etc. Has anyone ever used MS DV Format for animation transfer before? Can anyone offer some advice on this?
