New Select Layer feature for tools

Awhile back Slowtiger mentioned the feature of other apps to select amoung layers by clicking on elements on that layer.
Thus the new syn_select_layer tool. You can find the details and download here:viewtopic.php?t=12317
Aside from a few other new features, these tools can now select layers (within the current group) by just clicking on a shape or edge on that layer.
