I see some tutorials on you tube, don't understand.

I did what he did and the drawing rectangle didn't move with the bones.
He's moving too fast in the program and his typing in notepad is not helping.
Some how he locked or paired the bones with the picture or layer to move with the bones. I can't figure it out and appreciate any help. Thanks in advance.

Have you done the tutorials? You really need to do them all in order to understand how AS works.

Without looking I suspect he merely used the bind layer command to assign a bone to that layer -- must be done on frame 0. But if you've done the tutorials I suspect you'll understand all.

After waiting for a reply, was messing with the program. No one said to drag and drop the layer or picture over the bones in layer menu. Like i said in the video was fast and didn't explain. I cam across that by mistake. Now I know how to move the picture with bones. Only if i figured it before posting.

Well he's another question(s).
1. Can I have 1 picture, lets say a dog and put bones in it for legs will it move right? (I tried and whole picture moves)

2. Lets say I want to make a moving dog, I have to have that one picture in multi pictures: like head, body, FL leg, FR leg, BR leg, BL leg, tail?

Don't watch videos. Work through the chapters which are under the "Help" menu. It opens in your browser and is called "Anime Studio User's Manual".

Of course you can
- move the work window on the screeen, make it bigger or smaller
- move the stuff inside the work window (right mouse down, or ctrl-mouse)
- do a camera move in your scene with the Camera Track Tool (4).
