manipulation tool ignores bone locking at frame 0

I suspected bone locking to be broken in AS 5.6 until I found today that the manipulation tool ignores bone locking at frame 0. grmpf... I wonder what the benefit of this behaviour of the manipulation tool should be?

The bone locking feature only makes sense during animation, not during rigging.

Why? Sometimes you want your figure to keep its feet on the ground while testing the bones with the manipulation tool, because this is the constraint of a motion that you want to create.
