Home many bone layers?

I have the image layers all set out, but I need to know, do I need a different bone layer for every image layer to keep thinds from twisting oddly?
To be more specific, I have a character with a tail in a front veiw. I have already seperated all of the body parts, but Do I have to create seperate bone layers to be able to move the characters tail, without twisting its side?
