Bones and Switch Layers

I'm sure this has been asked before but I've had a look and no luck...

How do you bind bones to individual layers in a switch layer group so that they still warp with the bones in question? I have a few different arms in a switch layer which I have bound to and move with the character, but they won't bend!

It works only in this setup:

switch layer (in which you create bones)
- vector layer (which you bind)

It doesn't work in that setup:
bone layer
- switch layer (which you bind)
- - vector layer
