Maybe you've got a nice audio editor.
Burning software like Nero or WinOnCD do include similar applications.
Example: Nero has got Waveedit.exe.

I use Adobe Audition as my main track lay program - expensive but very good. version 1.5 (is what I have), but > 2 is available. It allows you to import the video track as well so syncing is easy.

Magix Music Maker http://www.magix.com/uk/music-maker/?pa ... ZgodIzwPQg allows you to import your video file too which is great for creating music etc for your project. It also includes a fine track editor with all the effects you'll ever need.

I tried downloading Audacity but it it doesn't download. Not even remotely. Did this happen to any of you?
