Can I draw in MangaStudio/Inkscape and Vectorize it for ASP?

I really feel comfortable with drawing in Manga Studio.
I also like InkScape.
It is going to take time until I feel comfortable drawing vectors.
So, my question is (actualy, two questions):
1. Is it alright if I use imported images, instead of of vectors, in ASP?
2. Can I draw the pieces in InkScape/Manga Studio/Gimp and export as PNG and convert those drawings to a vector format that ASP can read?
I really love drawing in Manga Studio. It is like drawing on a super cool light table, with onin skins, etc... I also like the way I can paint in it.
Can I vectorize it for/inside ASP?
If not, what should be the dimmensions of a human character in PNG format, to get a good broadcast quality without using vectors?
