How can you start a new scene like:

a person staps in a car and then there come a new scene that he is on his work

Those who use a video edit programm do only one scene per AS file and splice them together in that video editor.

Those who don't create a group layer for each scene in which they put everything which belongs to that scene, characters, props, background. They switch scenes by setting the group layer visible/invisible.

Either use a video editing program to string all the scenes together, or make a switch layer and put all the different scenes as group layers, inside that switch. Then only one scene will be visible at a time.

Or...

You have can prepare the outdoor scene and the indoor scene side by side in the workspace window, and then instantly pan the camera from one "scene" to the next when time for it.
