How do I stretch an action?

How do I, or can I, change the length of an action (reference to an action?) in the time line? I don't want to modify the duration of the actual instance of the action only the duration of a particular realization of it in the time line.

If you insert the action as a copy instead of a reference, it'll copy the keyframes into the mainline and then you can scale thm however you like without affecting the original action.

is there a way to scale the action as a whole, without having to go in and rescale all the individual layers?
what if you have a complex animation, the character is moving around, and meanwhile you want to drop in a facial expression action and then rescale it. The action involves many layers and rescaling each would be quite tedious. But rescaling the entire document during that action isn't viable either, since it would rescale the body animation which is not what we want.
is there any way to do this?

You don't really have an option, other than rescaling all the individual layers.

Rescale Entire Group check box option in Rescale Keyframes window it'd be nice like
