Making a new vector layer? And deleting old element?

I'm used to Moho5, and I'm working in the new Anime Studio Pro 6. After I've created a few different layers and groups, it seems like Anime won't let me click on the layers palette and make a new vector layer! In Moho5, this was no problem!

I wind up having to duplicate an existing vector layer, then I try to erase the elements that are there, but it won't let me select it and cut or delete it!

Is there a new way of doing this?? Or do you have to be in the sequencer? or channel? What's the secret?

I think I know the trouble...

There is an awesome new feature that keeps a person from drawing in frames other than zero by accident.

Go to Preferences and look for "Enable drawing tools only on frame 0." Uncheck that box and you'll be able to make new vector layers and so forth in frames beyond 0.
