Animatiing image texture

Please give me any solution.
Image texture has to be held with the shape and should be animated as shape.

The solution to this would be:
use the shape as a mask, and the texture as image layer. This way both can be bound to bones and will move together.

But, I am using texture for only a Background. Hence I can't use bones. Is there any option without using bone.?

You can use bones with everything...
Why you think you can't use bones on backgrounds?

I have to go to bone layer every time when I use bone. Work will be fast If I do with a single layer and no need to get confuse. I think, modifying vectors are easy with points than using bone.

Contradiction here: first you say it should animate, then it's just a backgound (a background by definition doesn't animate).

No no... Now also i am asking the same.
The BG will be in 3d space. So, the image texture to be followed with the shape.(Background also to be animated)
I would like to use OBG object for the BG. But I can't give good result for the BG. This will be easy to me, instead of using the OBG file.

If you use an image texture effect and move the points the image will not move to stay with the shape. However you can rotate and move the LAYER and the image texture will stay aligned with the shape. I think you need to plan out your back ground so you can move it using layer translation/rotation instead of point motion.
