Well I'm not sure about Windows, but I recently bought Final Cut Express 4 HD for Mac from a forum member's suggestion here (slowtiger) and it rocks. I was figuring out shortcuts to use iMovie which is a linear editing program and was driving me a bit bonkers. This non-linear editing and multiple layers is pretty awesome.

For PC, I've heard Sony Vegas is pretty decent.

No need to get the full Vegas either. The Vegas Studio Platinum is just as feature rich and something like 1/4 the price.

I use Video Pad Video Editor.
It's don't have any special effect, but it's simple and free.
I suggest to try it!

hey, what I do is Export the cartoon in Anime Studio at 1280 by 720 (the YouTube HD preset) as quick time and import it to Windows movie maker (note: you have to DRAG the quicktime movie in to there as you wouldn't find any quicktime files through the "Import" tool) and from WMM I export it with the 720 p option... And VOILA! YouTube HD video right there
