Hey all i need some help with my characters movement. I want him to walk forwar then stop walking then put his arm up. But how do i get him to put his arm up after ges done walking and not while hes walking

You need to set a "zero movement" key right at the frame where he starts the movement. Otherwise AS doesn't know where you want the movement to start and assumes that you want a movement starting at frame #0.
