Delayed Control Bone tracking

How could you set up a rig so that BONET tracks a control BONEC, the rotation of BONET does not begin until BONEC passes a certain threshold?
I'm thinking that AS does not do this, but figured I'd check.
Also, it appears control bones are an all or nothing choice. One you have a bone following a control bone, there is no ability to manually adjust it.
