How to do the "Shimmy Effect" in AS?

Hi. I'm wondering if anyone has a good method for creating what I'll call the "shimmy" effect for outlines and/or fills.See the link for an example of one "outline shimmy" and one "fill or layer shimmy"(http://www.mediafire.com/?mnzkyjijmmg) . You see this effect all the time in traditional animation ................sometimes intentional and sometimes a by- product of the frame-by-frame drawing process. II've been trying to figure out what the best and easiest way to do this in AS would be if I wish to intentionally create the effect for a scene. I've tried out the "Noisy Outlines"/"Noisy Fills" - "Animated Noise"effect in AS but find it unsatisfying because there appears to be no way of controlling the speed that the outlines/fills shimmy at..... and the Default speed just seems to look too fast, awkward and unsatisfying (Is there any way of controlling the speed at which the outlines/fills shimmy at?.........it would seem strange if AS does'nt offer this option)........therefore wondering if there are other ways to do this in AS.Thanks for any suggestions.

I think for years its been a feature request to have control over the speed at which 'noisy outlines' works. Still, nothing. Just the very fast noise which I'd agree, doesn't look right at all. I think it'd look better one two's. I guess you could set your project to 12 fps, but then you'd have to animate everything at 12 fps.

I wonder if this would help:
1) Do all the movements with bones
2) Select all the points and add them a noisy keyframe at frame 1 and a cycle keyframe back to frame 1 some frames later. The numebr of frames would depend on the speed of the noisy effect you want to achieve. With noisy keyframe and the cylce one you can control a bit the shimmy effect.
