I having a problem with importing pictures on a layer that has been shifted with the sequencer and is part of a switch layer.
I keep getting added keys from the Translate layer tool. When I remove them by 'clear layer animation' This is the error I'm getting:
AnimChannel:Get key when- out of range
I can't add or remove a key because there is no channel showing.
This project has 100's of layers. Put the dialog box back that lets the user turn on or off the channels! This hide bullshit has to go!

This sucks! I moved everything out of the sequencer and brought them back to frame 0. Now I can not move the keys back because they are gone. They are still there in the animation but not on the channel time line. Man this is software is nothing but bugs. I can not add a key, can not trigger it so the time line show up.
I'm pissed off. Now I have to redo all the work because the program is such crap.

Do you still have the "Key out of range" project?
If so, maybe have a look at the .anme file in a text editor. Locate the layer you're trying to clear and see if it references keys that are obviously impossible.
I had to do this with an audio layer that became confused when I changed its level...it actually fixed the problem (or rather, fixed the symptoms of the bug).

It's such a love/hate relationship we have with AS, it's buggy and unintuitive and difficult to master but what alternatives do you have... none... Yet! Runs off and closes the door to his secret lab with an evil laugh.

But curiously I have always loved this program cause (among many other things) its stability! And that was preciselly one of the first things that more gratefully surprised me about it... Of course, this seems to have changed a little lately and, although I agree and understand it can be sometimes frustrating, cause all we are suffering some last upgrade consequences in one or other way, I trust they be listening and working on it, so let's go reporting the bugs/suggestions in the way they want, and then will see...

Share the file and maybe someone can fix it.

I have work it out, not fix, but work it out. I make saves of the progress. Minor gets a letter, major get a new number. I was up to 8b. 8 would mean at least 8 hours. Went back to 7a.
Broke the animation into smaller files and will make the final animation with an video editor. That way an error that is causing a problem in one layer or group of layers is not effecting the other parts of the animation.
