Have you considered making bones to move around for the water instead of rotating layers? I like the water effect when the mermaid blows water in the guys ear.

I actually did use bones. The ocean was a photo run through a watercolor-effect filter. I had five bones with a shared parent deforming the image under control of a sixth bone, then a large stationary bone along the top to keep the sky and horizon from moving. If I were doing it again, I'd put more than five bones in the waves and control them individually.
Thanks, that water-sploosh was just three similar images cycling in a switch layer. Glad to hear it worked.
