I was just curious as what this is, I get it a lot when I hit the link to come to the forums and do not know if it's a setting on my end or my isp or it's on LM end?

Could not connect to the database

It is a message error from a SQL database.
This forum seems to be stored on such database and some times the server can't load it to send you the info you requested.
Nothing bad, only a blackout or simply too many connection requests to the node where the server are linked.
