Is it just me, or does that seem kind of odd for a kids' network?? I don't know anything about the contest, but it just strikes me as odd, making the minimum age be 18.

I was going to enter, but I'm already signed with Spike and Mike for distribution.
I think the age limit has something to do with the contest's intent. From what I understand, it's a way for them to shop for the next big show. A number of cable animations were discovered through animation festivals (like Fairly Odd Parents, and Power Puff Girls) So, they can cut out the middle man and run a contest of their own. Thus the $10,000 incentive.
It isn't too bad a deal. $10k, international exposure, and a possible inside track to a deal on your own series? Not bad at all.
Last year (and it may be the case this year), if you got on their DVD, they gave you a percentage from DVD sales. I doubt it would allow you to quit your day job, but most festivals don't give any cash prizes or percentages for DVD sales ("Spike and Mike" pays a chunk up front for usage and that's it, no matter how popular or unpopular your piece becomes).
