I still have questions about rendering and frame rate of my animation. In Project Setting If I set the frame rate at 6 frames instead of the default of 24 will I be able to export my animation when I go to Export Animation to export my animation to AVI Movie, Quick Time Movie or You Tube without needing to use a video editing program?

Sure You will, your animation will run fine at 6 fps.
