Debut 7 Layer overlapping problem

Whenever I import an anime studio character from my library I get these layers that overlap each other even if I move the other layer on top of the other one in the layer viewer. I set it to Immune to camera movements to set that back to normal, kinda solving the problem, making it go back to normal. But as you can tell its hard to animate if layers are all immune to camera mov.'s{ And If I uncheck it, it'll make layers go under each other.} Any idea how to stop layers from overlapping even if theyre set above/below each other. Its really confusing me, hope its an easy fix.
And Also, I have another question. After I export an animation, the mouth I use for the character to talk{ By cutting an area in the Face/head layer and make an invisible circle thing for the mouth, than make a new layer underneath that for the inside of the mouth} Is all normal, but there is an extra piece of random something on it that is the same color as the mouth as if it is extending within the mouth. But when I go back and edit all the layers and preview it and etc. It still exports the same way with a visible floating piece. Idk if it could be the mouth or inside of mouth er something...idk.
