Bone Binding - Tutorial 5.6

I'm trying to bone a cartoon character derived by importing images of components of the character such as body, torso, right leg, left leg, etc. I'd like to end up with bone manipulation similar to that of the example in Anime Pro's Tutorial 5.6. The Turtorial's character has very complete separation of the movement, for instance, of the legs. The left leg can be manipulated completely independently from the right leg and, for that matter, any of the other main components of the character.
When I bone my cartoon characters, however, all of the components interact with each other to varying degrees and I'll like them to be indpendent as with the Turtorial. I do select the "Region Binding" mode for the bones vs. the "Flexible Binding" mode per the Manual. I then shrink the "Bone Strength" so that, for instance, the left leg of my character's bone strengh zone does not overlap the right leg bone strengh. However, when I manipulate the right leg, the left leg is still strongly effected and vice versa.
I noticed that the bone strength zones of the Tutorial character could be made very large overlapping other components but the component, e.g. a right leg, could still be manipulated completely independently of any other component.
QUESTION #1: Why is it that the bone strength zone of a given component of the Tutorial 5.6 character can be made very large overlapping other components and still have the various components so indpendent of the maniulation of others?????
QUESTION #2: What is the best method for boning the components of a character imported as individual images to achieve the independent manipulation that the Tutorial 5.6 character has???? I'm asking, in part, because I'm wondering if there is a difference between an imported PNG image and a component of a character actually drawn within Anime.
