Bone's Arm

If I have two bone on the an vector (using bind layer).
How can I make sure that when i move second bone, the vector is modify?
Example: an arm.
If I have two bone on the single vector "arm" and use the "bind layer" and move the second bone then move all vector.
But if I have an arm on two different vector (arm up, arm down) and assign each a bone, the single part of arm moves.

I want to create an effect similar to the latter, but with the arm drawn in a single vector.

Don't use layer binding. Use flexible binding instead. (It's in the "bone" menu, first release all points/layers, then choose flex.)
