Hi i succeed in move hair when the head is moving but i would like to let the head straight and give the illusion of wind in it.

If you use dynamic bones, the spring value should be low and the damping high. To see exactly how your setup is working, uncheck "allow frame skipping" on the Animation menu.
Now, you can easily animate flowing air creating a cycle of movement and then offset each bone animation. This way your hair will wave.
Check this tutorial, it's made with points, but you could use the same principle using bones.
