I think masking is the simpler way in this case.

it would be quite easy to create this as a shape manually (points at the corners, curves on the rounded parts) - this is easier and quicker than masking but would be near impossible to animate nicely though - if the inner 'cut' circle needs to grow/shrink or move, masking is most definately the best option.
