Well, when I was working on my cartoon, I was working on the timeline in 40 seconds. I want to draw something at that frame and bind bones to it, BUT IT JUST FREEZE EVERY TIME I CLICKED ON THE ADD POINT TOOL! I want to know why and how to fix it. Thank you!

You can't add points in the middle of the timeline. Creating stuff only works in frame #0.

But if you uncheck the box in the preferences which stands for drawing tool shown only at frame 0, you can draw on any time.

But you can't rig after frame zero. Any point to bone assignment must be on frame zero.
I recommend you to separate your animation in scenes. 40 seconds is a lot of time and too many keyframes and layers to deal with.

In the very few cases where I have been obligated to animate long videos in only one file, I created groups layers for each "scene" or important moment on the video, then I setup each one on frame zero. To pass from one scene to other, you only turn on/off the visibility of the group layer during the animation. If you need to add or change something, go to frame zero and make it.
